Bernburg's 1920 Kleingeldscheine were a direct response to the acute small-change shortage that paralyzed retail commerce across Germany following the war — hoarding of metal coinage had become so severe that municipalities were legally permitted to issue their own emergency fractions. Bernburg, a mid-sized town in Anhalt known primarily for its chemical industry, printed these locally rather than contracting a specialist firm, which shows in the relatively modest production values typical of in-house municipal work.

The 10 Pfennige denomination was among the most practical and most frequently handled, meaning attrition was high. Survivors in any condition above heavily circulated are proportionally uncommon for the series.
