Private emergency coinage — Notgeld — issued under Germany's wartime and postwar metal shortages, when municipalities and private businesses were legally permitted to strike their own small-denomination tokens to address the chronic scarcity of official coinage. D. Zilly almost certainly operated a retail or industrial concern; the issuer name on private zinc pieces of this type typically indicates a local merchant keeping change circulating within a tight commercial radius.
Zinc was the fallback material precisely because copper and nickel had been absorbed into the war machine by 1916.
