Lutter am Barenberge is a small town in Lower Saxony, and by 1917 the German state's capacity to supply adequate coinage had effectively collapsed under wartime metal requisitions. Cooperative credit societies like the Vorschuß- und Sparverein — a members' limited-liability savings and loan association — stepped into the gap with locally issued Notgeld, redeemable only within the community that trusted them. The issuing authority here is the cooperative itself, not a municipality, which makes this piece administratively unusual even within the already chaotic Notgeld universe.
