Obverse description A continuous pearl border runs along the octagonal periphery. The city coat of arms of Torgau occupies the central field, depicting a quartered shield with chevrons and a passant lion, surmounted by an elaborate helm with a spread eagle as crest and flanked by foliate mantling. The Latin legend STADT TORGAU arcs along the upper left and upper right sides of the field, with the date 1917 inscribed vertically along the right side.

Reverse description A continuous pearl border frames the octagonal periphery, within which the circular legend KLEINGELDERSATZMARKE runs around the upper portion of the field. An inner rope or beaded circle encloses the large, prominent numeral 10 at center, denoting the denomination. Three six-pointed stars are evenly spaced along the lower arc of the inner circle, serving as decorative stops.
