A product of the acute small-change shortage that gripped Germany from 1916 onward, as hoarding stripped silver and copper coins from circulation almost entirely. The issuing body — the finance arm of the ducal pawn shop administration in Brunswick — was not a bank, not a municipality, and not a military authority, which makes it among the more obscure institutional issuers of German wartime Kleingeldersatz. The embossed seal was the only security measure deemed necessary for a note of this denomination, reflecting the purely local, short-range trust on which these emergency issues depended.
