Tichau (now Tychy, in Upper Silesia) was a small industrial and mining settlement when this note was issued. The issuer — a savings and loan cooperative, a Raiffeisen-type institution — was one of thousands of similar bodies across Germany that stepped in during 1917 to fill the acute small-denomination coin shortage caused by wartime metal requisitioning. These locally issued Notgeld notes had no central authorization requirement; a cooperative's own governing committee could approve and sign them, which explains the three signatory names here rather than any state or municipal official.
The E.G.m.u.H. designation (Eingetragene Genossenschaft mit unbeschränkter Haftpflicht) indicates unlimited member liability — a legal structure that was already being phased out in favor of limited-liability cooperatives by this period.
