Issued by a brown coal mining operation in Ramsdorf, this is notgeld — emergency scrip produced by German industrial enterprises during the acute small-change shortages of the First World War and its immediate aftermath. Collieries and heavy industrial concerns were among the most prolific issuers, as they needed to pay large workforces when official coinage had effectively vanished from circulation. Zinc was the material of necessity; copper and nickel had been requisitioned for the war effort well before 1916.
