Hotel notgeld of this kind emerged in Germany after WWI when municipal small change dried up almost entirely — private businesses, hotels included, issued their own emergency pfennig pieces to handle basic transactions when the Reichsbank could not keep fractional coinage in circulation. The Weisser Hahn ("White Rooster") was a Nürnberg establishment credible enough that its zinc tokens would have circulated, at least locally, with some confidence of redemption.
Zinc was the fallback metal of the period — copper and nickel had been consumed by the war effort.
