German private firms issued emergency coinage — Privatnotgeld — during the acute small-change shortages of 1917–1921, when zinc and iron had largely displaced copper and nickel for state issues, and even those were hoarded. A construction firm (Baugeschäft) issuing its own scrip is unusual; most private notgeld came from retailers and employers paying wages in fractional tokens redeemable at company premises. Herbst and Ostertag presumably circulated these among workers or local suppliers in lieu of scarce Reichsmünzen.
