Neuteich — now Nowy Staw in northern Poland — was a small town in the Danzig hinterland whose municipal authority issued this note during the acute small-change shortage that followed Germany's defeat and demobilization in 1918–19. Metal coin had largely vanished from circulation, hoarded or melted, and hundreds of German municipalities filled the gap with locally authorized Kleingeldscheine of exactly this type.
The watermarked paper is worth noting — most comparable Neuteich issues used plain stock, making this variant (catalogued as N40.2a against the plain N40.2) the scarcer of the two.
