Osnabrück's Chamber of Commerce issued this small-denomination Notgeld in 1921 as Germany's postwar coin shortage dragged well into the early Weimar years. The federal government had repeatedly promised a new coinage but production lagged badly, leaving municipalities and trade bodies to fill the gap themselves — which is why an institution like a Handelskammer, ordinarily a trade regulatory body rather than a financial one, found itself in the business of issuing circulating paper.
Chamber-issued Notgeld from this period tends to surface in better condition than town-issued equivalents, likely because local merchants accepted them selectively and they moved through fewer hands.
