Grünhain is a small Saxon town whose wartime and postwar coin shortage forced local authorities — like hundreds of German municipalities — to issue their own emergency money (Notgeld) when the central government could not supply adequate small change. Cardboard was a practical desperation measure; metal had been consumed by the war, and celluloid or linen alternatives were costlier to produce at this scale.
