Schneeberg's 1919 Notgeld issue belongs to the first wave of municipal emergency currency that flooded Saxony in the months following the armistice, when coin shortages — driven by wartime metal hoarding and the collapse of normal Reichsbank distribution — forced hundreds of small towns to print their own fractional notes. The Stadtrat had no choice; without small-denomination scrip, local commerce simply stopped.

The official seal serves as the sole security feature, which was entirely typical of Erzgebirge municipal issues and did essentially nothing to prevent forgery — a problem widely acknowledged and largely ignored at this denomination.
