Neustrelitz was the former capital of the Grand Duchy of Mecklenburg-Strelitz, a state that had ceased to exist in 1918 when the last Grand Duke abdicated. By 1921, the city council — the Rat der Landes-Hauptstadt — was still using the old honorific "Landes-Hauptstadt" in its official title despite the duchy it once headed being long dissolved. The note's issuing authority is thus a small bureaucratic anachronism, a municipal body clinging to a defunct constitutional status.
This is Notgeld, issued to address the chronic shortage of low-denomination coinage that plagued Germany's early Weimar years. Neustrelitz produced several such pieces; survival rates vary considerably across the series.
