Norderney issued this Notgeld during the acute small-change shortage that followed Germany's defeat in 1918 — hoarding of metal coinage had stripped the country's circulation down to almost nothing, and island municipalities like Norderney were effectively cut off from whatever coin supply the mainland managed to distribute. The Kienitz printing house in Braunschweig produced Notgeld for numerous North German municipalities during this period, turning out small-denomination emergency issues on short runs.

Island Notgeld from this period is disproportionately scarce in genuinely circulated condition — tourist collecting drove many notes straight from the cashier's window into albums, uncirculated, which paradoxically makes worn examples the more historically honest survivors.
