Goslar's 1918 emergency money — Kriegsgeld in the strictest sense — was issued by the municipal administration as the imperial banking system buckled under wartime metal shortages. Small-denomination coinage had all but vanished from circulation by mid-1918, hoarded or melted, leaving town councils across Germany to paper over the gap with locally authorized scrip. Goslar was hardly alone in this, but its series is notable for the relatively tight administrative control: the Kluge signature here represents civic accountability, not a rubber stamp.
