Stargard in Mecklenburg — not to be confused with Stargard in Pommern — was a small market town, and its municipal council issued this Kleingeldschein during the notgeld period as a direct response to the chronic shortage of low-denomination coinage that plagued Germany's civilian economy through the early 1920s. Municipal and commercial issuers at this level had no formal oversight from the Reichsbank; the town council simply printed what it needed.
The DeNG reference places this within the broader Mecklenburg municipal series. Stargard's issues are among the less frequently encountered from the region.
