Friedland in Mecklenburg issued this small-denomination Notgeld during the post-WWI emergency currency period, when municipal and regional authorities across Germany were forced to fill the vacuum left by a chronic shortage of small change. The Rat der Stadt — the town council — acted as the issuing authority, which was common for smaller municipalities that lacked a savings institution or chamber of commerce to take on that role.
At 10 Pfennig, this sits at the very low end of practical utility. Notes at this denomination were typically worn out fast and discarded, which bears on survival rates today.
