Neubrandenburg's municipal council issued this Notgeld note during the emergency currency period that followed Germany's defeat in 1918, when the collapse of normal payment systems forced hundreds of towns and cities to print their own small-denomination scrip. The Rat der Stadt — the city council — acted as issuer rather than any banking institution, which was entirely typical for Kleingeldscheine of this type. Pfennig-denomination pieces were the workhorses of the system, covering the gap left by hoarded coins.
