Jessen is a small town on the Schwarze Elster river in what is now Saxony-Anhalt, and like hundreds of similarly sized German municipalities it resorted to locally printed Notgeld during the acute small-change shortage that paralyzed retail commerce from 1916 onward. The Magistrat — the municipal administrative body — was the issuing authority rather than a savings institution or commercial firm, which was common for towns of this scale.
Curt Ziehlke of Lieberwerda was a regional printer who handled Notgeld commissions for several nearby communities. Nothing about this issue is technically unusual.
