Bernburg's 1921 Kleingeldersatz was part of the broader Notgeld wave driven by the postwar coin shortage — small denomination metal currency had largely vanished from circulation through hoarding and wartime metal requisitioning, forcing hundreds of German municipalities to commission their own emergency substitutes. Stürtz in Würzburg was one of the more prolific commercial printers serving this demand, producing issues for municipalities across central Germany.
The DeNG 1/2 reference places this within the second subdivision of the standard Deutsches Notgeld catalog, which distinguishes it from the earlier 1918–1920 first-wave issues.
