Zülz — known today as Biała, Poland — was among dozens of Upper Silesian municipalities that issued emergency paper money in 1921, the same year the region held its plebiscite on partition between Germany and Poland. The timing is not incidental: coin shortages were acute, central supply was unreliable, and local administrations scrambled to keep commerce moving while the political future of their towns remained genuinely undecided. Zülz itself ultimately fell within the German boundary after partition.
Carl Flemming & Wiskott in Glogau printed extensively for Silesian Notgeld issuers during this period, which likely kept unit costs low enough for small municipal budgets to manage.
