Lemgo's municipal administration issued this note during the notgeld flood of 1921, when hundreds of German towns took matters into their own hands as small-denomination coinage effectively vanished from circulation. Oscar Mai's print shop was a local commercial printer — nothing specialized about the operation — which is exactly why these municipal pieces vary so much in quality and registration across the series.
Lemgo itself is a small Westphalian town, and its notgeld issues never attracted the speculative collector demand that drove some larger cities to produce elaborate artistic series purely for the philatelic trade. These were working notes.
