Benneckenstein is a small town in the Harz mountains, and like hundreds of German municipalities in 1921, its local Magistrat issued Kleingeldscheine to address the chronic small-denomination coin shortage that persisted well after the armistice. These notes were never legal tender in any formal sense — they were accepted locally by convention and necessity, their value backed by nothing more than civic trust and the assumption that the issuing authority would eventually redeem them.
The DeNG reference places this within a well-catalogued series, suggesting at least two known types for this value from Benneckenstein.
