Waldbröl is a small town in the Bergisches Land region of what was then the Rhine Province, and this note was issued by the district committee — the Kreisausschuss — during the acute small-change famine that gripped Germany in the early 1920s. Metal coin production simply could not keep pace with postwar economic disruption, and thousands of local authorities issued their own Kleingeldersatz. Albert Fastenrath in Elberfeld was a regional print house that took on considerable Notgeld work during this period.
The watermark is unusual for a note of this denomination and local origin — most comparable Notgeld was printed on plain stock without security paper.
