Rothenburg ob der Tauber issued Kleingeldscheine in 1921 as part of the broader German municipal emergency money phenomenon driven by chronic small-coin shortages in the inflationary postwar economy. The city was already trading heavily on its medieval identity for tourism by this point, and its Notgeld issues reflect that self-conscious civic branding — Rothenburg produced some of the more deliberately picturesque emergency notes of any Bavarian municipality, clearly aware that collectors, not just merchants, were the audience.
The DeNG reference distinguishes two subvariants (1142.1-2/3), most likely differing in serial placement or printer's detail rather than design.
