Saarburg's 1920 notgeld was issued during the Allied occupation of the Rhineland, when the post-war coin shortage made even the smallest denominations functionally useless for everyday commerce. Municipal authorities across the Rhine Province filled the gap with locally authorized paper, and Saarburg contracted Schaar & Dathe in nearby Trier — a printer responsible for a significant share of the region's small-denomination emergency issues that year.
The signatory, Dr. Treitz, signed as Bürgermeister in Vertretung — acting mayor — suggesting the substantive officeholder was either absent or the post was temporarily vacant during the occupation period.
