Freyburg an der Unstrut, a small wine-producing town in what is now Saxony-Anhalt, issued this Kleingeldersatz note in 1920 during the acute small-coin shortage that plagued German municipalities in the immediate postwar years. The shortage had structural causes: metal was being hoarded, and the Reichsbank couldn't supply enough subsidiary coinage to meet everyday commercial demand. Town councils across Germany stepped into the gap with locally authorized paper scrip.

Otto Henning A.G. in Greiz handled a considerable volume of this municipal emergency work, serving dozens of small Thuringian and Saxon issuers during the same period.
