Glogau's 1920 Kleingeldscheine series was a direct response to the coin shortage that paralyzed small transactions across Germany in the years immediately following the First World War — hoarding of metal coinage was widespread, and municipalities were legally permitted to issue their own emergency fractional notes to fill the gap. Carl Flemming & T. C. Wiskott A.G. was a Glogau-based firm, so this note was produced entirely locally, which was relatively uncommon; most Notgeld issuers sent their orders to Leipzig or Berlin printers.
