Goslar issued its own emergency small change during the severe coin shortage that followed Germany's defeat in World War One. Municipal authorities across the country were legally permitted — and in practice forced — to fill the gap left by the withdrawal of metal coinage, producing what collectors now call Notgeld. Goslar's Magistrat, under Klinge's signature, handled this locally rather than contracting a specialist printer, which kept costs down but resulted in variability between runs within the same series.

The three known sub-varieties under GrM 455.1 reflect minor printing or paper differences rather than distinct authorized issues.
