Bautzen's 1920 Kleingeldersatz note belongs to the vast wave of municipal Notgeld issued across Germany as the postwar coin shortage made even small-denomination transactions difficult. The city's decision to contract Johannes Pässler in Dresden-Neustadt rather than one of the major specialist printers reflected the practical urgency — local and regional shops were printing emergency change faster than any centralized system could supply it.
Pässler was primarily a commercial stationer and printer, not a banknote house. That distinction matters for condition assessment: the paper stock and ink quality on Pässler-produced Notgeld tend to be more variable than issues from specialist security printers.
