Weferlingen is a small town in Saxony-Anhalt, and this 10 Pfennig note is a product of the Kleingeldersatz crisis that gripped Germany in the early Weimar period — hoarding of metal coinage had become so severe that hundreds of municipalities and private firms resorted to printing their own fractional paper currency, known as Kleingeldscheine or Notgeld, simply to keep local commerce moving.
Municipal issues from towns this small rarely survive in quantity. The Magistrat had no printing infrastructure of its own; these were almost certainly produced by a local or regional commercial printer.
