Zeulenroda was a small textile-manufacturing town in Thuringia, and like hundreds of German municipalities in 1920, it issued its own emergency small-change notes — Kleingeldscheine — to compensate for the near-total disappearance of metal coinage. Postwar hoarding and the cost of raw materials had stripped low-denomination coin from everyday commerce far more thoroughly than most histories acknowledge.

The DeNG reference places this within a locally catalogued series, suggesting multiple types were issued by the same Stadtgemeinde. At 50 × 37 mm, the format is characteristic of the smallest-denomination municipal issues, printed cheaply and intended for rapid turnover rather than longevity.
