Kleve's 1920 Pfennig notgeld was a direct response to the chronic shortage of small-denomination coins that gripped Germany in the immediate postwar years — the Reichsbank simply could not mint subsidiary coinage fast enough to keep retail trade functioning. Hundreds of German municipalities issued their own paper scrip under emergency authorization, and Kleve was among the smaller Rhenish towns that did so.

The Rhine region's situation was further complicated by Allied occupation following the Armistice; Kleve sat within the occupied zone under British administration, making the civic authority's decision to issue local currency a quietly pointed assertion of municipal autonomy.
