Neunkirchen's 1920 Notgeld issue came at a moment of acute administrative ambiguity: the Saar territory had just been placed under League of Nations administration following the Treaty of Versailles, severing it from both the German Reich and any French monetary authority while the new arrangements took hold. Local municipalities filled the gap themselves.
Printed by the in-house press of the Neunkirchener Zeitung, this is small-town emergency currency produced by a newspaper printer — practical, not decorative. The single signature, Ludwig, most likely belonged to a municipal official rather than a bank functionary, since no formal banking authority was issuing at this level.
