Neidenburg was a small East Prussian town whose municipal emergency money — Notgeld — proliferated after the Reichsbank withdrew small-denomination coin from circulation during and after the First World War. Flemming & Wiskott in Glogau were among the more prolific Notgeld printers of the period, producing issues for dozens of provincial German municipalities simultaneously, which accounts for the generally high print quality relative to the nominal value.
By 1920 the Notgeld craze had shifted partly from genuine necessity to collector speculation, and many municipalities issued more notes than local commerce required. Whether Neidenburg's issue was driven by real shortage or philatelic demand is not recorded.
