Passau's 1920–21 Notgeld issues were a direct consequence of the postwar small-change famine — the Reichsbank's coin production had collapsed, and municipalities across Bavaria scrambled to fill the gap with locally authorized paper. The Stadtrat Passau issued several denominations in this series, with subtle typographic and color variants distinguishing individual pieces within the same face value, which is exactly what the "b" suffix in the DeNG reference captures here.

The extreme dimensions — nearly six times longer than wide — are atypical even within a series known for unconventional formats. Whether a practical or an aesthetic choice by whoever oversaw local production is unrecorded.
