Schleiz was the capital of Reuss-Schleiz, one of the smaller Thuringian principalities that dissolved when its ruling house abdicated in November 1918. This note was issued just weeks or months after that collapse, when the new Weimar Republic had yet to stabilize small-denomination coinage supply — a shortage made acute by wartime metal requisitioning and postwar hoarding. Hundreds of German municipalities filled the gap with their own Kleingeldersatz, and Schleiz was among them.

The issuing authority here is the Stadt Schleiz itself, not any successor state institution — a reflection of how locally improvised the emergency currency apparatus was in early 1919.
