Merseburg's municipal authority issued this Kleingeldersatz note during the acute coin shortage that followed Germany's defeat in 1918 — copper and nickel had been commandeered for the war effort, and small change simply ceased to exist in meaningful quantities. Thousands of German towns and cities resorted to their own printed fractional paper, most of it redeemable only locally.
Gebrüder Parcus in Munich were among the most prolific commercial printers of Notgeld, handling municipal contracts from across Germany throughout this period. Quality was generally higher than the emergency circumstances might suggest.
