Issued in 1918 by the district administrative body of Dresden-Altstadt, this is a typical product of Germany's wartime Notgeld explosion — small-denomination emergency money printed locally to compensate for the disappearance of coins from circulation. The hoarding of metal coinage, driven by years of war and material shortages, forced hundreds of municipal and district authorities to commission their own fractional paper.
Krey und Sommerlad in Niedersedlitz was a regional commercial printer, not a specialist security press — which shows in the modest production values common to district-level Notgeld of this period.
