Hammelburg's municipal magistrate joined the flood of German local authorities issuing Kleingeldersatz — small-change substitutes — during the acute coin shortage of the First World War's final year. The metal had gone to shell casings. By 1918 even pfennig denominations required a paper solution, and thousands of towns did exactly this.
The designer credit "Schüßl" is local, almost certainly a municipal employee or regional commercial artist rather than a professional printing house. Self-printed Notgeld of this type varies considerably in execution quality, and Hammelburg's series sits at the more modest end.
