Leipzig's city council issued this emergency Pfennig note — Kleingeldschein — in 1918 as wartime metal shortages made low-denomination coinage effectively unavailable across Germany. Municipal authorities at every level were printing their own fractional scrip by this point, and Leipzig was among the more prolific producers. The Gra#L31.1 reference places this within a well-documented local series, though surviving examples vary considerably in condition given how roughly small-denomination notgeld was handled in everyday transactions.
