Mindelheim's municipal magistrate issued this Notgeld during the acute small-change shortage that gripped Germany after the First World War. By 1918, hoarding of metal coinage had made fractional currency nearly impossible to find, and thousands of German towns, municipalities, and even individual businesses produced their own paper substitutes. The Stadtmagistrat — the civic administrative body rather than a bank — had direct authority to issue locally, and did so alongside dozens of similar Bavarian towns facing identical shortages.

The 1918–1920 window covers both the war's final year and the turbulent early Weimar period. Many issues from this run were never formally redeemed.
