Erkelenz notgeld of this type was issued by the district committee (Kreis-Ausschuß) to plug the acute small-denomination coin shortage that gripped Germany from mid-war onward — the Imperial Treasury had progressively removed subsidiary coinage from circulation as the metal was diverted to war production. The Kreis-Ausschuß issues are administratively distinct from municipal notgeld: county-level authority rather than a single town, which gives the series a broader but thinner distribution pattern across the rural communities of the lower Rhine.
The Merkelbeck reference spans multiple sub-types across the 1918–1919 window, suggesting successive printings as demand continued past the armistice.
