Neustadt am Kulm is a small market town in Upper Franconia, and like hundreds of similarly sized German municipalities, it turned to a local commercial printer in 1917 when the wartime metal shortage made low-denomination coin effectively disappear from circulation. J. P. Himmer of Augsburg was a well-established regional house that produced Notgeld for numerous Bavarian issuers during this period — the work was formulaic by necessity, done at volume.
The official stamp served as the primary authentication, a common substitute for more expensive security printing when budgets and materials were both scarce.
