Bad Sulza was a small spa town in Thuringia, and like hundreds of German municipalities in 1917, it issued emergency small-change notes — Kleingeldscheine — to compensate for the disappearance of metal coinage, which had been pulled from circulation for the war effort. These municipal issues were authorized under wartime necessity rather than any central banking framework, with each Stadtgemeinde responsible for its own redemption guarantee.
The printed date of 30 April 1945 is almost certainly a catalog or typographical error — that date falls on the final day of the Third Reich's functional collapse, when Bad Sulza itself was already under American occupation.
