Salzwedel's municipal notgeld issues of 1917 emerged from the same wartime coin shortage that forced hundreds of German towns to print their own small-denomination scrip. The Reichsbank had effectively halted the circulation of low-value metal coinage as base metals were requisitioned for the war effort, leaving local commerce without workable change.
