Herford's municipal Kleingeld notes of 1917 were a direct response to the near-total disappearance of low-denomination coinage from circulation — hoarding and metal requisitions for the war effort had stripped small change from everyday commerce across Germany by mid-war. Hundreds of German towns issued their own emergency Notgeld under similar pressures, but the Magistrat issues were administered locally with little central oversight, which accounts for the typographic and paper inconsistencies that distinguish the 3b variety from its siblings in this series.
