Beschrijving voorzijde Dark blue-grey letterpress-printed notgeld on plain paper with an ornate scrollwork border running the full perimeter. The denomination is rendered in a central cartouche with the numeral '10' in an oval medallion flanked by the words 'Zehn' and 'Pfennig' in bold display lettering, with corner roundels each bearing the numeral '10'. Below the central vignette, three lines of redemption text are followed by the date 'Herford, den 1 Juni 1917', the circular seal of the Stadt Herford, a facsimile magistrate's signature, and the title 'Der Magistrat:'; the bottom panel carries the inscription 'KRIEGSGELD 1917' within a ruled band.

Herford's municipal Kleingeld notes of 1917 were a direct response to the near-total disappearance of low-denomination coinage from circulation — hoarding and metal requisitions for the war effort had stripped small change from everyday commerce across Germany by mid-war. Hundreds of German towns issued their own emergency Notgeld under similar pressures, but the Magistrat issues were administered locally with little central oversight, which accounts for the typographic and paper inconsistencies that distinguish the 3b variety from its siblings in this series.
