Uruguay's 1815 Reglamento de Tierras, issued under José Artigas during the Federal League period, was a genuinely radical land reform measure — it redistributed estancia land from royalists and emigrants to poor settlers, indigenous people, and freed slaves in explicit priority order. It was effectively dead within two years, crushed when Portuguese forces invaded from Brazil in 1816, but it remained a foundational reference point in Uruguayan agrarian and nationalist thought for two centuries.
