Henry Morgan was a Welsh privateer operating under English letters of marque in the Caribbean during the 1660s and 1670s — technically a licensed combatant, though the line between privateer and pirate was one Spain never accepted. Cuba issuing a coin in his honor is historically pointed: Morgan's most infamous raid was the 1671 sack of Panama City, carried out after the Treaty of Madrid had already, in principle, ended hostilities between England and Spain.
